Evangelos Raftopoulos

Evangelos Raftopoulos is Professor of International Law and International Environmental Law at the Panteion University of Athens and the Founding Director of the MEPIELAN Centre (Mediterranean Programme for International Environmental Law and Negotiation). He is also a Legal Adviser to the Mediterranean Action Plan/United Nations Environment Programme (MAP/UNEP) since 1987, and a Lawyer at the Athens Bar Association. He is member of IUCN, Committee of Environmental Law (CEL), and Member of the Governing Board of the Institute of International Relations, Panteion University of Athens.

He holds a Doctor of Philosophy Degree in International Law from the University of Cambridge, England (Ph.D. Cantab.) a Master Degree in International Law from the University of Cambridge, England (LL.M. Cantab.) and a Law Degree (“Excellent”), from the Faculty of Law, National & Kapodistrian University of Athens, Greece. He was a Ford Foundation Southern European Fellow of International Law at the Yale Law School, Yale University (1980 – 1982). His previous held positions include an Educational Counsellor at the Institute of Continual Training, Greek National Centre of Public Administration (1985-1993) and an International Legal Adviser to the Greek Minister of Housing, Public Works and the Environment (1983-1985). 

His current research interest focuses on conventional environmental governance, the Mediterranean governance regime associated with the development of the Barcelona Convention system, the development Mediterranean environmental liability regime, integrated coastal zones management, international environmental negotiation as a governance technique, interdisciplinary and integrated approach to the contextuality of regimes and the management of their interlinkages.

He has taught in a number of Greek and foreign universities and institutions. He has participated in numerous international negotiations and he has drafted a number of international legal instruments. He is the author of many books, articles and influential international reports.
